Rocket Community Fund and Detroit Housing Commission Launch Pilot Program to Bring Free, High-Speed Internet to 450 Families in Detroit Public Housing
- MeritNetwork, via founding member Wayne State University, is providing the fiber network infrastructure and DigitalC will be the internet service provider for the project.
- Rocket Community Fund committed $850,000 to the project; Microsoft also provided $200,000 through its global Airband Initiative to bridge the digital divide.
DETROIT – July 18, 2025 – Rocket Community Fund and the Detroit Housing Commission today announced a new program to bring free high-speed home internet access to 450 families in Detroit Housing Commission communities. The project was made possible through an $850,000 investment from Rocket Community Fund, as well as financial support from Microsoft’s Airband Initiative.
“Canopy, Powered by Connect 313” will deliver download speeds of up to 500 mbps and upload speeds of up to 100 Mbps to underserved public housing communities that have historically been left behind by traditional internet service providers. Merit Network and Wayne State University will provide a 10 gbps internet backbone at no cost, while Cleveland-based internet service provider DigitalC will oversee ongoing service delivery and support.
“Reliable internet access is not a luxury, it’s essential for daily life,” said Laura Grannemann, Executive Director of Rocket Community Fund. “By expanding connectivity, we’re assuring resident access to critical resources and empowering our community to participate fully in the current and future digital economy.”
The three-year project builds on Rocket’s significant commitment to bridging the digital divide in Detroit, which includes the Rocket Classic PGA Tour Event’s signature “Changing the Course” initiative that has raised more than $6 million toward digital inclusion investments since 2020.
In addition to providing free internet access over three years, the initiative aims to support residents long-term with tailored community engagement and digital skills training.

This pilot project represents DigitalC’s first expansion into the Detroit market. In Cleveland, more than 5,000 households have subscribed to its Canopy service, which provides high-speed internet at a cost of only $18 per month. DigitalC’s Chief Executive Officer Joshua Edmonds formerly served as Director of Digital Equity for the City of Detroit and has seen firsthand Detroit’s transformation from the least-connected large city in America to one that is being recognized nationally for its digital inclusion model.

With Rocket Community Fund, Microsoft, and a powerful coalition of partners, we are delivering digital access where it is long overdue,” said Edmonds. “In a city built on horsepower and hustle, it is only right that Detroit residents get high-speed connectivity that drives economic mobility.”
Detroit Mayor Mike Duggan offered his support for the initiative and noted the City of Detroit’s longtime collaboration on digital inclusion efforts.
“The investment from our community partners is giving hundreds of Detroiters the ability to access high-speed internet. The City of Detroit has been committed to this initiative – providing access to digital literacy, tech support, and IT workforce training through our Department of Innovation and Technology (DO-IT),” said Duggan. “They have also been instrumental in this partnership, to ensure Detroit Public Housing residents don’t get left behind.”
