Rocket Community Fund today announced more than $1.2 million in grants to five Michigan-based organizations to expand access to property tax exemption assistance for income-eligible households. The new investment builds upon Rocket Community Fund’s decade-long commitment to preventing property tax foreclosure in Detroit, which helped Wayne County achieve a 20-year low in tax foreclosures in 2024.
Property tax foreclosure poses a significant threat to Michigan homeowners, particularly those with limited incomes. The state of Michigan’s property tax exemption program, known as the HOPE program in Detroit and Flint, offers eligible low-income homeowners the opportunity to reduce or eliminate property tax obligations so they can remain stably housed and preserve generational wealth. These grants will strengthen and expand access to this vital resource throughout the state and support the following organizations:
- Capital Area Community Services Inc. – $1 million, two-year grant to serve Eaton, Clinton and Shiawassee Counties.
- Legal Services of Eastern Michigan – $90,000, one-year grant to serve the Flint and Saginaw region.
- Genesee County Treasurer’s Office – $100,000, one-year grant to serve Genesee County.
- Habitat for Humanity of Michigan – $50,000, one-year grant to support coordinated outreach and counseling efforts across Habitat for Humanity’s Michigan affiliates.
- Northwest Michigan Community Action Agency Inc. – $25,000, one-year grant to support 10 counties in the Northwest Michigan region.
“For more than a decade, Rocket Community Fund has been committed to preventing tax foreclosure in Detroit, keeping tens of thousands of at-risk families in their homes,” said Laura Grannemann, Executive Director at Rocket Community Fund. “These investments are the first steps to expanding that focus statewide to ensure all Michiganders have access to stable housing and the prosperity that comes with it.”
The grants will fund a range of critical services, including:
- Housing counseling and financial navigation to help homeowners understand options and complete property tax exemption applications
- Legal services and documentation assistance for foreclosure defense, deed corrections, and related needs
- Proactive outreach and awareness to identify eligible homeowners and promote available relief
- Direct client assistance to address immediate barriers such as utility arrears and debt relief
- Staffing and program delivery to process applications, provide counseling and manage reporting
“Across our region, too many families face the risk of losing their homes because they don’t know relief is available or how to access it,” said Pamela Elise, Stability Services Director at CACS. “With the support of Rocket Community Fund, we can reach more homeowners sooner, guide them through the property tax exemption process, and connect them to the legal and financial resources that will keep them stably housed.”
Rocket Community Fund has been focused on property tax foreclosure prevention and reform in Detroit since 2013, when Rocket Companies Chairman and Founder Dan Gilbert was named co-chair of the Federal Detroit Blight Removal Taskforce. Through programs like Neighbor to Neighbor, an annual canvassing program that brought property tax exemption information and other resources directly to Detroit residents, Rocket Community Fund helped reduce property tax foreclosures in Wayne County from a peak of 28,323 in 2015 to 2,111 in 2024 – a 93% reduction.
