We believe that stable homeownership is foundational to building generational wealth and strong neighborhoods. But in Detroit, too many homeowners are navigating that journey without a critical layer of protection: homeowners’ insurance.

That’s why we partnered with University of Michigan Poverty Solutions to better understand the reasons behind a troubling reality—63% of uninsured Detroit homeowners cite cost as a factor in going without coverage. This research helps move the conversation beyond assumptions and toward real, data-driven solutions. We recently expanded upon our original research to include feedback directly from Detroit residents.

What we found is that the issue is not driven by a single barrier, but by a combination of structural challenges: First and foremost is affordability. Homeowners insurance in Detroit costs nearly twice the statewide average, despite home values being significantly lower. For many residents—already balancing property taxes, utilities, and necessary repairs—insurance becomes an impossible tradeoff.

But cost is only part of the story. The report also highlights a significant information gap. Many homeowners are unfamiliar with how insurance works, how to apply, or even why it matters. In some cases, residents reported distrust in the system or difficulty navigating complex application processes without reliable guidance.

Eligibility presents another major hurdle. Homes in need of repair, challenges with clear property titles, or even the condition of neighboring properties can prevent homeowners from qualifying for coverage altogether. These barriers are especially common in communities that have experienced long-term disinvestment.

The implications are far-reaching. Without insurance, homeowners face greater financial risk after unexpected events, and entire neighborhoods become more vulnerable to instability and decline.

This research is a critical step toward creating viable solutions by helping inform our housing stability strategy. From expanding access to affordable policies, to investing in home repairs, to building trusted, community-based education efforts — we have numerous opportunities to act and support residents.

Ultimately, we believe that protecting a home shouldn’t be out of reach—and every Detroiter deserves the security and stability that comes with it.
